Amendments Proposed to Central Motor Vehicles Rules
- Ministry of Road Transport and Highways has notified draft amendments to the Central Motor Vehicles Rules.
Amendments proposed are as such:
- Making FASTags and Vehicle Tracking System device mandatory for all commercial vehicles obtaining national permit.
- The front wind screen of the vehicle will have to be affixed with a sticker confirming fitting of the Fastag.
- The draft amendments also stipulate other additional conditions for obtaining national permit that include display of the words “National Permit or N/P” in the front and rear of the vehicles in bold letters.
- In case of trailers, the words “N/P” will have to be inscribed on the rear and left side of the vehicle. The body of a tanker carrying dangerous or hazardous goods has to be painted in white colour and display the prescribed class label on both the sides and rear of the tanker. The vehicle will be affixed with reflective tapes at front and rear.
- No fitness certification shall be required at the time of registration for new transport vehicles sold as fully built vehicles. Such vehicles will be deemed to be having certificate of fitness for a period of two years from the date of registration.
- Fitness certificate of transport vehicles will be renewed for a period of two years for vehicles up to eight years old and for one year for vehicles older than eight years.
- Driving License and Pollution under Control certificates can be carried in physical or digital form.
- All goods carriage vehicles will be required to carry goods in a closed body of the vehicle or container. If it is necessary to carry goods in open bodies, goods will be covered by using appropriate cover like tarpaulin or any other suitable material.
- Goods of indivisible nature, not capable of being carried in a closed body or being covered, may be carried without cover.
Steel CPSE Employees Pension Scheme Announced
- Ministry of Steel has agreed to the proposal received from various CPSEs under its control to introduce the pension scheme with effect from 1stJanuary 2007 in case of executives and 1stJanuary 2012 in case of non-executives or from a subsequent date as decided by the company.
- The agreement was reached after detailed consultation with representatives of employees unions and officers associations belonging to SAIL, RINL, MSTC, FSNL, MECON and KIOCL.
Committee set up to synergise NCC and NSS
- Government has decided to set up a committee under the Chairmanship of Shri Anil Swarup, former Secretary, School Education, with suitable representations from NCC, M/o Youth Affairs and Ministry of HRD to suggest measures to strengthen National Cadet Corps (NCC) and National Service Scheme (NSS).
- NSS has been playing a very active role in the service of the nation, particularly in the Government’s Programme such as Swachh Bharat Mission.
Issues to be dealt with:
- Expansion
- Strengthening training infrastructure,
- Rationalizing resources,
- Reducing manpower deficiency affecting NCC and NSS
- Building synergies between these two institutions viz. NCC and NSS
MoU signed between AIIA and IIT Delhi AYUSH Ministry
- The Minister of State (Independent Charge) for AYUSH, Shri Shripad Yesso Naik inaugurated Raising towards Excellence – A two day Conference of Heads of AYUSH National Institutes organized by All India Institute of Ayurveda (AIIA) at New Delhi.
Vision:
- To develop National AYUSH institutes as light house institutions, streamlining quality in research, hospital care facilities, education, harmonization and rationalization of infrastructure and activities, and forming uniform service guidelines.
- The purpose of this conference is to upgrade the status of AYUSH institutes at par with IITs and IIMs.
- There is a need for comprehensive review of traditional systems of medicine in terms of policy, legislation, regulation, research, development, financing, training and professional development, quality control and safety regulations of these systems of medicine.
- The AYUSH Minister said that the Ayurveda is more oriented towards the management of lifestyle disorders, which are in prominence due to stress-related phenomena and some other reasons among certain age groups in the society.
