Cyber Security

• Steps taken by the Government to check hacking and cyber-crimes are as follows:

1. Section 43, 43A, 66, 66B, 66C, 66D, 66E, 66F, 67, 67A, 67B, 70, 72, 72A and 74 of the Information Technology Act, 2000 deal with hacking and cyber-crimes.
2. Government approved a ‘Framework for enhancing security in cyberspace’ for cyber security in the Indian cyberspace, with the National Security Council Secretariat as nodal agency.
3. National Technical Research Organisation has been designated as the nodal agency for taking all measures for protection of national critical infrastructure and to handle cyber security incidents in critical sectors.
4. Further, Indian Computer Emergency Response Team (CERT-In) is designated as the national agency for incident response including analysis, forecast and alerts on cyber security breaches.
5. Advisories have been issued by Ministry of Home Affairs (MHA) to States/UTs for taking steps for prevention of cybercrime, which are available on the website of MHA (www.mha.gov.in).
6. Ministry of Home Affairs is implementing the ‘Cyber Crime Prevention against Women & Children’ Scheme with the objective of handling issues of cyber-crime against women and children.
7. Ministry of Home Affairs has constituted an Inter-Ministerial Committee on Phone Fraud and has issued advisories dated 13.01.2018 & 12.02.2018 to States/UTs for taking steps to check phone frauds.

3rd BRICS Film Festival

• The 3rd BRICS Film Festival took place in Durban, South Africa, along with the International Durban Film Festival (DIFF) from 22-27th July, 2018. The last day of the festival was celebrated as India Country Day.
• Awards won by Indian films in the 3rd BRICS Film Festival, Durban, South Africa:

1. Best Actress: Bhanita Das, Village Rockstars
2. Best Film: Newton by Amit Masurkar
3. Special Jury Award: Village Rockstars by Rima Das

• The festival screened four Indian Films in the following category:

                Films in Competition Section:

1. Newton by Amit Masurkar
2. Village Rock Stars by Rima Das

                Films in Non-competition Section:

1. Sinjar by Sandeep Pampally
2. Bhanayakam by Jayaraj

BRICS Film Festival(Background):

• The film festival is aimed at celebrating world-class film productions from the BRICS nations with the objective of inspiring more collaboration from these nations.
• The format of the festival consisted of screening two feature films from each country in the competition category and three feature films in the non-competition category.
• A total of twenty-four films were screened during the duration of the festival.
• The films in competition competed for the Golden Rhino award, inspired by the history behind the golden rhino that was discovered in Mapungubwe, the significance of the place, and the linkages with other countries in earlier centuries.

Rehabilitation Of Manual Scavengers

• Ministry of Social Justice and Empowerment is implementing a Central Sector Scheme, ‘Self Employment Scheme for Rehabilitation of Manual Scavengers’ (SRMS) under which identified manual scavengers and their dependents are provided the following rehabilitation benefits:

1. Onetime cash assistance of Rs.40000/-.
2. Loans upto Rs. 15.00 lacs at concessional rate of interest.
3. Credit linked back end capital subsidy upto Rs. 3,25,000/-.
4. Skill Development Training upto two years with stipend of Rs.3000/- per month.

• Ministry is also implementing a Scheme titled “Pre-Matric Scholarship scheme to the Children of those engaged in occupations involving cleaning and prone to health hazards”.
• Children of manual scavengers are also eligible for this scholarship.

Startup India Yatra begins in Chhattisgarh

• The Startup India Yatra was launched on July 30th in Raipur.
• Startup India Yatra van is equipped with facilities for individuals and startups to pitch their ideas.
• The boot camps will include presentations on Startup India and Chhattisgarh Startup Policy followed by extensive ideation workshops.
• An idea pitching session will be held to select the foremost ideas and Startups. Aspiring entrepreneurs will have to register at www.startupindiahub.org.in to participate in the Yatra.
• Startup India Yatra has already been held in Gujarat, Uttar Pradesh, Odisha, Uttarakhand and Madhya Pradesh and now it begins in Chhattisgarh.

Aim:

• To promote job creation in tier 2 and tier 3 towns and cities, Startup India organizes the Startup India Yatra in one state every month.
• The Yatra conducts boot camps where students are taught lessons in business planning followed by a pitch fest where ideas are invited.
• Shortlisted business ideas get incubated in State run incubators.
• A total of 19,000 students across 40 districts have benefitted from the Yatra through the boot camps, with over 90 received grants or incubation offers from the State governments.
