5th India CLMV Business Conclave
- The Ministry of Commerce & Industry, Government of India along with Ministry of Commerce of Cambodia organized the 5thIndia-CLMV Business Conclave in Phnom Penh.
- The Confederation of Indian Industry (CII) is the institutional partner of the event.
- In his inaugural address, Deputy Prime Ministerof Cambodia, appreciated India’s efforts in organising the 5thIndia CLMV Business conclave in Cambodia and called for collaboration of CLMV countries and India on agriculture, health, tourism etc…
- Suresh Prabhu in his address emphasised the need for strengthening India CLMV business and trade relations.
- The Commerce Minister urged the Indian business leaders to make more investments in the CLMV region, considering that it is a gateway to the entire ASEAN and provides an access to the huge markets of these countries.
- In order to institutionalize the bilateral business to business engagements of India with each of the CLMV countries India’s Commerce Minister proposed setting up of an India Cambodia Chamber of commerce with the institutional partnership between CII and Cambodian Chamber of Commerce.
- He also proposed setting up of similar bilateral business forums in Vietnam and Laos.

- CLMV stands for Cambodia, Laos, Myanmar and Vietnam
- These countries have a unique position in the regional value chains in Southeast Asia region
- These countries offer a gateway for market access to China, European Union and other markets due to various trade agreements

SamagraSiksha
- ‘SamagraShiksha’ is the scheme of The Union Ministry for Human Resource Development.
- It is an integrated Scheme for school education extending support to States from pre-school to senior secondary levels for the first time.
- The Scheme is a paradigm shift in the conceptual design of school education by treating ‘school’ holistically as a continuum from pre-school, primary, upper primary, secondary and senior secondary levels.
- It is a landmark step and completely overhauled the existing Schemes in School Education to treat schooling as a smooth transition from pre-school, primary, upper primary, secondary and senior secondary level.
- It focuses on improving quality of education at all levels by integrating the two T’s – Teachers and Technology.
- The budget outlay on the new scheme will be now Rs. 34,000 crore in 2018-19 and to Rs. 41,000crore in 2019-20 i.e. an increase of 20% which shows Central Government’s commitment for Education.

SIDBI to extend direct funding facility to VLEs in CSCs
- CSC SPV and Small Industries Development Bank of India (SIDBI) signed a MoU for providing financial support to CSCs (common service center) across the country.
- Through the MoU, the SIDBI seeks to extend financial support to the Village Level Entrepreneurs (VLEs) of Common Services Centers, with minimum one year of operation, under the Direct Financing Window of SIDBI.
- Under the Direct Financing Window, CSC SPV will approve the list of VLEs, within 25 km distance of SIDBI Branch Offices, who require financial support.
- To avail the loan, the VLEs need to submit their CSC project, with maximum project outlay of Rs. 3.50 lakh and term loan requirement not exceeding Rs. 2 lakh per project.
- Through the MoU, both CSC SPV and SIDBI seek to work together to bring more citizens under the ambit of financial inclusion.Â
